The glib answer would be 'Anywhere in God's own land'.
Realistically though, transport links are pretty good from south Wales. House prices are pretty low and the environment is pretty good. What you don't outside places like Cardiff is the 'big city vibe' so if you are a lover of the delights of urban living, Wales wouldn't be so good. There's some nice places like Chepstow, Abergavenny of course, which have mainline rail access. If you commute by car any where is doable along the the M4 corridor, which means the Lower Vale of Glamorgan, Cardiff and surrounding villages. I know a fair few people who commute to bristol.
We moved to Bristol from the midlands a few years back. We rented at first, intending to buy a property but found that the areas we liked we couldn't afford and the areas we could afford we didn't like.
A short hop across to South Wales solved the problem and we haven't looked back.
There's a massive amount of rental property available at Stoke Gifford / Bradley Stoke. It's a pretty soulless place but you could start off there while you get your bearings and decide where to stay longer term.
It's 25 minutes from Newport to Bristol Parkway by train. It's an half-hourly HST InterCity service so pretty comfortable. There's lots of good accommodation close to the station in Newport.
You need to add another 10 minutes or so for Cardiff and there's no so much good affordable accommodation near the station, but you do have the advantages of the bright lights big city.

Hmmmm (ignoring all negative comments regarding the City)... depends what you're after from the area you live in :)
Personally, I adore the area I'm in now, St George, but there are many bad bits within some nice areas. Make sense? :D
